Because of Hillsborough, the government used it to make sweeping laws that treat all football fans like criminals. The British police are so on top of it now that it's practically impossible to be violent at a football match without getting caught, even if you try to split off from the main group and try to have a 10 v 10 fight in a parking lot etc. One of my cousin's is in CO19, the public disorder unit of the Met Police and 90% of their job is policing football fans.

If you get caught causing trouble you can reasonably expect a life ban from going to matches and if England play away then you have to hand in your passport and check into your local police station so they know you haven't tried to sneak out of the country to watch the national team.
