who would calm players down?
who would explain decisions?
who would dictate where free kicks are taken from?
who would award cards?

They should do it like Kendo. Three independent referees viewing each play from 3 different, complementary angles. Fouls have to be given by a unanimous decision. It's fast, efficient, and gives the refs better control of the match.

Simply make all offside decisions computerized and move the linesmen inside. Done. Fixed football.
