True for penalty throws, less so in other cases. The job of the defense in handball isn't quite to stop opponents (though they will if they get the chance) but to force opponents to take awkward shots so that the GK has a better chance of stopping them. It looks like a clusterfuck, but if you watch enough of it you understand how it works.
