You need a human referee, who unfortunately will make mistakes, until robots can do it. A bad referee who makes mistakes unduly often will be fired. That's the check on them.

Only UEFAlona/Halal fans think shit referees are fair, because they're the ones that bribe them. Technology should be used whenever an objective decision is needed to be made (e.g. goal-line techonology, off-sides, blatant handballs/dives, etc.). As for the subjective calls, the rulebook needs to be changed to make them more clear cut. Either way, the game moves too fast for referees to reliably call the correct decision every time. Technology is needed in all top level competitions of the sport.
