Leagues are the only viable way to determine which is the best team, cups on any level are mostly about the immediate importance of a single game. Finals that directly determine the winner are typically more intense.
Not to mention, it allows people to make a note in the calendar and spend one evening or a couple watching instead of having to bother with every shit league game like >us autists
