Yes, it is blatant money laundering.

There are a lot of capital controls in China at the moment and, in fact, it's been getting a lot worse lately.

So a few imaginative Chinese conmen realized, after Xi Who Must Be Obeyed declared that he wants China to be better at soccer, that their clubs were useful ways to get money out of China.

After all, the banks may be being told "keep an eye on Dollar outflows and refuse wherever possible", but they can't stand in the way of Xi's plan, right?

So a bunch of high profile players were bought from shady characters like Chelsea's Abramovich and South American clubs.

There's no doubt in my mind that the money was paid, but part of the deal is that some of that money is then passed back to the Chinese people paying it, into a nice tax haven and away from the eyes of China's government. Definitely some quid pro quo somewhere. And there are very plausibly understandings like this involving players' wages too. And if the players suddenly decide they don't like it, well, it's China - there's no real rule of law - and the Chinese owners will just stop paying the salary like Shanghai Shenhua did for Drogba and Anelka.

Seems that the authorities in China are wise to it now though and I doubt we'll be seeing more of these ridiculous fees.
