No, it was a gamble but a full measure, not a half measure. The division was weak and the team had already shown potential earlier and they needed a spark. Fans hadn't seen a post season appearance in 22 years and the half measures during those years got them nowhere. Their run is over but two years of getting to the ALCS was worth it. this is just baseball. teams can be awful for 20, 30, even 50 years (>rags), while others are consistently good. its not just payroll, but baseball being so hard to make the playoffs and it being so difficult to rebuild with needing a solid 20 men all buying in and playing at a high level, even a couple years of the playoffs and you feel lucky. why are you a jays fan btw?
