Brazil is/was good at football because it has/had genuinely good football academies and genuinely talented football coaches, with a lot of financial resources and practical knowledge from generations. Most kids are methodically taught all the different styles of shooting the ball (talus, big toe, midfoot, three toes, etc.), methodically taught how to dribble, how to pass, how to cross, all this while being 6-10yo. The ones who shine are those who spend all their free time practicing with friends and alone with the ball, but they all invariably go to futsal training and all that process at an early age.
Has nothing to do with genetics, and little to do with population size, most of the country produces nothing, the talent is concentrated in places where that rich structured provided by football clubs exist (Rio, São Paulo, Porto Alegre). Go check on Northeastern talent, it's a huge-ass region with more than 50 million people, and they never produce any good players unless these players leave their region as teenagers and go to other parts of the country or Europe.
