Literally two times top 3 in the world (1974 & 1982). Not to mention in 1974 we only lost to Germany after a tight game, played in terrible conditions.
As to answer OPs question: Government pumping moniez into sport system as a way of boosting national pride, easing the tensions (remember how you beat England in 1986 and you felt much better, even though you lost the war against them?) and all the best players being forced to play in a handful of clubs.
Teams like CWKS Legia, CSKA, Dynamo and Partizan, which were affiliated with armed forces would conscript all the best players and give them a choice of either serving as an infantry or playing for the team. That obviously helped players to build some chemistry, rather than having almost everyone play in a different western club.
