Fredy Guarin debatably
It really depends on your definition of reach their potential. Guarin was a literal who at a fairly poor Colombian team but had great PA, was dirt cheap and would go on to be one of the best in the world. Now Guarin IRL may not be a household name but he was playing for Inter until fairly recently and doing a pretty good job there so imo that would count but he didn't become the world beating, household name that you might have associated with a guy with his PA.
If you are willing to be a bit looser with your definition of "reaching their potential in real life" then there are probably quite a few. Plenty of virtual unknowns that FM rated from a young age went on to do pretty well at fairly big clubs.

It's a lot of fun and you can realistically achieve with anybody. Chicago is one of the worst teams in the league IRL, especially last season (start of the FM save), and I finished just 1 point off of the supporters' shield (best regular season team) and made the playoff final.

If you watch any other US sports it makes it a lot easier as the salary cap will just be more familiar to work around. In a league with a hard cap, sure. MLS has rules in place to alleviate this, such as the designated player rule or the relatively new Targeted Allocation Money rule.

Regarding the factory thing, I see you're point but you've still got a big competition on your hands. Most European factories are 3-5 teams competing to get fired, and 1-5 teams competing for employee of the month. You also have a few more competing for whatever continental competition is.

It's way more than 2, but you're right that the rules are designed to prevent one team from monopolizing the league like that. Instead that talent gets redistributed throughout the league, or they leave. But with 3 designated players and 2-3 more TAM contracts, you can definitely field an expensive team.

In this scenario your biggest obstacle would be international slots.

To be a fan and see that happening from game to game, year to year must have been incredible. MLS robs fans of that experience.
