This was actually a smart move by the Browns. They had $100 million in cap space, they weren't gonna use all of it. By taking Osweiler's contract off Houston's books they get a free 2nd round pick and after next season Osweiler will be off their cap completely. The Browns basically gave up $17 million of cap space for an extra second round pick. It's a pretty smart move imo. The amazing part is that Houston gave away a 2nd round pick just to get rid of him.
