no, because the english ACTUALLY think they're going to improve massively and turn into amazing all-round players
but they don't even have to be black for the meme to take root

the problem is at the youth level speed and athleticism are more valuable than they are at the highest levels of the sport because because theres so many other fast players. you can't just blow past people any more.
the uk game doesn't value technique as much as europe or south america so young players who exceed at the young level are fast tracked to the higher levels but their skills don't translate well to the top leagues. not because who they are but because the value system in the environment where they grew up.
