Ricciardo had the Ultra Soft while the Williams had the Soft compound by the looks of it. Ricciardo was faster and the Williams knew he would overtake at any moment so he just let it happen.

It's quite usual for this things to happen.

There's a lot more variables to it the tire compund is just one of them.

He could've just left the pit, so his tires were fresher, he could be in a recovery strategy with high mix while the Williams had the standard or lean mix. There's infinite possibilities and in the end it was just better to let him through than to keep racing and losing time.

to me it looks like Kevin loses the back end slightly halfway up Raidillon (the uphill right hander) but he reduces his steering input to counteract the oversteer, before getting on the kerbs for the left hander caused the complete loss of rear grip.
