Fabregas really wanted to win the Premier League, now he's about to win his second and is part of a team that could potentially challenge for the CL. Ozil on the other hand will probably go back to Germany and never be heard from again.

Fabregas has won league titles in England and Spain, I think he gets the edge for that.
In terms of his passing range and vision Fabregas is second to none. The only thing stopping him from being a Xavi/Iniesta/Pirlo is that he doesn't have the positional discipline they do to really run a midfield which makes him a liability playing for a team that isn't like Barca where they control the ball. But then at Barca he played in a team with so much creativity he was pretty much a luxury.
Ozil has some ridiculously good assist stats too, and is more mobile but he's very lazy at times, and disappears in big games far too much to help take Arsenal to the next level, like he was supposed to. Arsenal aren't really better with Ozil, they're still only top 4 contenders. To be fair most of his teammates apart from Sanchez are trash. Back at Madrid he was incredible.
I'd give it to Cesc, he's more talented and has achieved more in England. Plus I think he has the most assists of any player since he came back to England which is incredible. He will definitely set the English assist record before he retires.
