Most lower leagues have a lot of info kept by their national football association or the league website they're in. Also a big help is when you can find match reports. (Just look these up in their native language.)

You just have to find the info and then start gathering it in excel or whatever and over time you'll know more about certain leagues and you'll have a much easier time finding value.
