The chances of any given NEET finding a provider are slim. The chances of any given NEET finding a provider in their particular city are much, much slimmer. So the question really shouldn't be does the NEET want to move, but is the NEET willing to move if they find a matching provider.
People are, of course, perfectly within their rights to try to find a provider in their city. Just something to keep in mind.
Also consider that even if a NEET finds a provider in the same city, they may not be a match. Is it better to move for a provider with whom you're a better match, or go with the one provider you got lucky and found in your city but with whom you don't click?
I'm a provider and I realize it's a tough question that I don't have to face, I just wanted to throw out my $.02. I wish all the best to everyone, frankly. :)
