Not all men can pull off long hair, you are one of the few who do so PLEASE dont cut it. But like other people said, you do need to take care of it. Use conditioner.

I know this is unrelated, but part of the problem is that I recently had to move back in with my parents for college and their water smells like shit compared to where I came from. It's actually really irritating that they don't seem to notice or care about it.

Dude i know man. I have long hair too. All I can say is get a trim at least for it to refresh and grow more really. Like a 3 stage reversal. If you want to do 3. I got my beard and hair trimmed. Still long but manageable. But when I'm going for a job got to give it the full trim. Yeh it sucks but look at this way. You can grow your hair while getting paid. But i do feel you.

I keep it clean and brushed and trim the rare few split ends ends i get. But other than that its been untouched for 3 years.

But unkempt long hair is not good, you need to keep it nice.

Brush it every day
Wash it 2-3 times a week
Condition it after every wash, and sometimes just condition it (soak it in coconut/olive oil, and wrap it in a shower cap or plastic wrap for a few hours)
Cut split ends, a good rule is cut an inch every 3 months, this can actually make it grow faster too since your hair will focus on new growth and not trying to fix the splits
Style it around. Buns, braids, pony tails, pig tails of you want a great ice breaker

Long hair on a guy can be decent, especially thick hair because thick hair in general are top tier with maybe few exceptions, but yours look like shit.
Wash it. Brush it. Maybe get a ponytail with all hair to the back or to sides with 1:1 or around 2:3 ratio.

Long hair babyface looks like edgy, dirty, teenager like half of the times. You want to look more rough, like someone who does something harsh enough to not have time or even means to shave completely, like some primitive warriors or something.
