Yes, but most people aren't careful.
It's similar to building muscle, you need to warm up, do your sets with a reasonable amount of weight/tension, and then cool down.
You can't build 100lbs of muscle in a few months, and you can't expect to grow 3 inches in the same amount of time.

I don't know a whole lot about pe, but some about foreskin restoration. With fr it can take a few years to grow enough skin to just roll over the cornea ridge, and I'd say the same for pe. So like, an inch a year would probably be a good goal, if you do it every day, properly.
