If the earth is expanding then there's 2 extremes to consider:
The density of earth is constant
Then since the earth was smaller it would have been less massive. We'd have to see a large difference in the chemical makeup of the earth but this is not observed.

The mass is constant
Then the density is much greater for a smaller earth and gravity would have been stronger, which is bad for large animals.

It's also determined by the partial fraction of oxygen in Earth's atmosphere at sea level. Generally, the oxygen levels in the ocean increase with depth and the amount of oxygen in the atmosphere.
