Well, Irma is roughly about 26200000000000 gallons of cloud, So I would imagine that since its over warm water now, it would take at least a 16th of irma's volume in super cold nitrogen to disrupt it.

That's just my guess.

you need 5 nitrogens to stop 1 hurricane
irma is a category 5 hurricane so you need 25 nitrogens to stop it.
1 liquid nitrogen = 7 nitrogens
you would need around 3.6 liquid nitrogens to stop irma
