They don't happen often enough whereas wind, wave, and solar energy are non-stop generators.
those also have issues since we haven't yet figured out how to store electricity and have to create it as it's used (I know it's fucking stupid). Solar doesn't work at night, wind is only active usually at dusk and dawn, and waves fluctuate with lunar cycles.

Containing a hurricane would take a structure than would require more material than either of those. A space elevator while really long, would need about as much cable as is in the golden gate bridge. In terms of material use this isn't ridiculous
Creating such a structure to contain a hurricane would be an engineering project beyond the scale of anything ever attempted.
