You can turn water into hydrogen and oxygen through electrolysis. Get a metal electrode for the negative and a graphite one for the positive (you can use metal for this one too, but it will corrode quickly), and add salt to the water for increased conductivity. The added salt will mean that you'll also be generating small amounts of chlorine, but nothing dangerous. You also won't produce dangerous quantities of hydrogen that could actually destroy anything, but you can fill a balloon with it or create soap bubbles filled with hydrogen that you can put on your hand and light on fire safely. You should get something that can deliver at least 5 amps though, otherwise the whole process will be dogshit slow. Aim for lower voltage (6V or something), as increasing the voltage also increases losses dramatically, which is bad for multiple reasons.
