I works pretty well if the victim is using his wifi to open the image. If he uses data then you might be able to find out what device he used to open the image or the url but not the actual location or even city he did. I think you find his service providers address if he uses data

There are no apps that work either. I typed the number into truecaller (app) which should give you a name, but what popped up was a ladies name. I know for a fact it was a guy that scammed me because he sent me plenty of voice notes over whatsapp

The police should be able to find out who the phone number belongs to, but in my country there are plenty of nigerians and pakis that sell phone sim cards registered to dead people or fake identities etc

Also the bank atm where he withdrew the money should have taken a video of him withdrawing money, but the detectives are lazy and only focus on assault, rape or murder cases. So they wont even go to the trouble to call the bank and demand the video, and the bank wont give it to me only to the detective on the case

The number was almost definitely spoofed so you are just chasing a dead end
