suppose that intention affected the results of experiments through some unknown causal mechanism (e.g. like ESP, not subconscious bias). how would we know? when would people finally learn the truth?

Science teams do experiments to prove theory. Other science teams do experiments to disprove theory. We then analyze the data from these experiments to assess whether the starting hypothesis influences test results.
