How would one begin to study quantum mechanics?

You learn the basics in any modern physics book. You should also know some vector calculus and linear algebra.
Griffiths qm is the defacto jumping point from there.

Study a bit of analytical mechanics first. If you are already familiar with Physics to some extent, read Landau's book of Mechanics from his "Theoretical Course on Physics" series (not all of it, just enough to get the gist). For the mathematical part of your preparation, read about matrices, Hilbert spaces (or vector spaces in general first) and probabilities. Then you are ready to begin. Avoid books that oversimplify quantum mechanics or generalize too much. In my opinion, if you want to study QM, you have to begin from the bottom and work your way up having only one thought in mind: "What you thought was true so far (Classical Physics) is not necessarily true in QM". I would begin with online lectures and a simple book like Griffiths, as someone else suggested.
PS: If you feel like you don't understand a lot of the concepts, don't worry. As Griffith writes in his introductory book "Many times you must first learn how to DO quantum mechanics, before you can actually begin to UNDERSTAND it.
