This definition is GARBAGE. Better definition is a prototype bar in NTP conditions, or one based on cube of water.

Why don't they just say that the meter is based on an inaccurate measurement of the size of the earth. and at the time they created it and publicized it, they knew it was inaccurate.

The point of OP's definition is that you can measure how far light will travel in 1/299'792'458th of a second, and build your own ruler based on that.
