Let's suppose you were the President of the United States and the Senate has just approved an extra $100 billion USD to be spent on this year's Science & Research budget. Besides tax breaks to companies like Space X, what would be the best ways to invest this money in the development of science, research and technology in the most efficient way possible, making every penny of the several billions to count, speaking as exactly, precisely and technically as possible?

Imo, there is 2 good choices :

Either you appoint a committee of experts (such as uni professors and
prolific researcher) from every concerned field. You split this comitee in 3 group : one for experimental work, one for theorical and one to oversee. The latter will fix how to we divide money between experimental science, theorical science and a big reserve (one tenth to one half of the money) to do LHC-like projects. It will also supervise the other two comitee so there is no corruption/collusion/bureaucraty (it may work even better if this group has a lower salary).
Then the experimental and theorical comitee will then determine how the money will be shared among every particular field.

The other option will be to put everything into education and hope that it will give the general knowledge of common people a great leap forward, and thus make the next generation more eager to spend their tax money in science rather than in an oversized military or into churches/mac/subprime/other deceptionnal investment. But the second option is likely unprobable since no politician will last enough time to make this money entirely spent into education (and making sure it's asian/dannish-style good education, not common-core).

Human reproduction is currently dysgenic. Stupid people have more kids than smart people. Reversing this trend will be crucial in the future. So:

1. Invest in genetic engineering of intelligence, CRISPR and artificial wombs. The goal is to make having kids more convenient for the higher classes and make genetic improvements / selection routine.

2. Support space colonization. Any space colony will inevitably be spawned by the best humanity has to offer. There will be a genetic bottleneck and harsh environment of space leading to 120+ IQ average. There will be no open borders madness when you are separated from the undesirables by 100 million kilometres of hard vacuum.

we have alot of cool advances in tech but it often doesnt get very far because people can't afford it. like alot of people want VR but it's expensive and few developers make things for it because there are so few owners of VR. i could see using some money to subsidize interesting technologies that are having difficulty getting wide adoption. other things i might look:
>those massive space internet constellations that companies are trying to build (e.g. spacex, oneweb)
>the rapidly growing and evolving cubesat market
>reinvigorating the supercomputing industry
>opening up opportunities for more high school students to get college degrees so they can get into the workforce faster
>getting as many research journals to be open instead of being stuck behind paywalls
>reducing the number of post docs who are stuck in post doc hell
>maybe mandatory retirement for researchers who are over 65 (from public research anyway)...if private companies want to pick them up then that's their thing
>faster internet for as many people as possible (dream goal)...there are just so many things that could happen with faster and cheaper internet
