Ionic propulsion systems are not powerful enough in conventional means to power a large vehicle for transportation. On-top of that, if you could create a large enough system to lift into the air, it would create so much excess heat and burn up before it had the chance to take off. There is no such thing as zero-point energy, energy has to come from a source that does work to create that energy.
