This is because it is geologically inactive with no churning molten core. Thus no van allen belt, and its original atmoosphere was striped away long ago. To do anything op mentions would be an enormous waste without jump starting the geological heart of the planet. Planets of this size and distance from sol will haved cooled with exception of Jupiters moons which have tidal forces kneeding the core. If you have advanced tech to move an atmosphere and oceans, you may as well tow Mars into Juno Orbit to jump start the core and get a natural van allen belt. This should give Mars a few more billion years. For the new atmosphere to be worth it.
