1 second ago, everything that ever was is in motion to become what it is now. For example, a penny dropping to the floor has already been dropped and is expending it's energy to reach the ground. Even your brain, if you traveled back in time 1 second to magically create a clone it wouldnt be exactly you because different neurons would be firing and your blood flown through your body a little.

Time is an experience, it's not an external "thing".
We have forgotten that science is done by scientists who have consciousness. They are confusing their experience of physical reality with their experience of non-physical reality and conflating the two into theories about just the physical world.

Using an analogy, your pc monitor has a refresh rate that blinks 60 times a second. A 2D flatlander living inside your screen would experience this refresh rate as his 'time' as he steadily marches into the 3rd dimension that he'll never fully experience as a whole, just one redraw after another as each frame stacks onto the next. What is the difference between now and one frame prior in his reality? The exact state of his entire universe has changed down to the pixel, color, brightness etc.
So how would you descibe to him the refresh rate aka time (like your question)? You have a perspective on 3D he'll never have, you can hit the shuttle button on his movie and traverse it at will, or lay out a thousand screenshots and view many moments at once. Where as he is a slave to it at a constant rate. Slave he is. He could try to cheat like we do by getting close to a large mass/gravity field (think like a magnet on a crt) or by incredible speed by approaching 'c' (he's skipping many redraws ahead of an observer). He's still trapped though, a slave to the 3rd dimension. Would he be able to empirically detect his frame rate? No, because the off cycle blinks we see, he'll never see because his universe completely disappears as the monitot Hz cycles off. Would he be able to measure his time? Not directly, just assign a random meaningless metric to its progression just like we do to 4D progression we are experiencing. So TIME is the way we experience the next higher up diminsion we're enslaved by. You could define the measurement of its flow however you like, but to $/define this thing we cannot see or touch empirically or even describe outside our experience of it is a fruitless endeavor.
