Is it feasible to replenish the world's deserts with forest?

Is it feasible to replenish the world's deserts with forest? Could the soil replenish itself? Could the presence of plant-cover in someway attract precipitation, or are these desert regions going to forever lack rain?
I think the first step would be to introduce rivers and lakes, since these would eventually evaporate and result in cloud cover.
