The garden will not all become weedy. There arent enough squares that would randomly be weedy that would allow the whole garden to become so.

In my picture here I was working out smaller versions of the problem. With a 10x10 grid garden we end up needing 10 squares to allow the entirety of weed growth to happen. for nxn grids we need n grids filled in a diagonal in order for the garden to become all weedy. In your problem we have a 2017x2017 grid square but only 2016 squares filled. We need at least 2017 weedy squares to have the whole thing filled.

If you allow edges to count as more or less a weeded square then the number of required weedy squares drops to somewhere around n-2. I have no idea about that bound

Theres about 4 million squares. Consider a 3x3 area of squares. If each 3x3 contains a single weed at the center, it will not spread. There are about 450,000 of such squares. Therfore, the 2016 weeds could be placed so that no weed spreads.

There's also scenarios where 4 weeds could occupy a 3x3 and not spread.
