We observe shuffling, duplication and degradation of genes.
DNA is a fixed living entity that was formed by the coupling of simpler RNA. the rest of the cell and eventually multi-cellular beings developed later to improve the DNA's ability to survive and reproduce.
DNA started as a fixed entity, it can change and degrade, but it cannot add to itself. eventually over time all known DNA will degrade to the point it ceases to function, and cellular life will go extinct.

Both your claims are wrong.
Evolution is simply change in the allele frequencies of a population. Gaining information has nothing to do with it. It's just something that happens sometimes.
If you look at human genome, we have about 3 billion base pairs of DNA. If you consider that our ancestors started with 0 bp ~4 billion years ago, then it's around 1 base pair of added information per year since the dawn of life. Most of this DNA is junk anyways and it probably depends on what you mean by information.
Claiming that we only observe a loss of information over time is simply a lie. Go google Nylon eating bacteria for starters.
