For a simple analogy think of a Conways game of life, where every step new cells are added to the border of the simulation.

The maximum speed for any object is 1 cell per step. But we could potentially add 2 or more cells per step to the border of the simulation. So the "universe" would be expanding faster than anything inside it could possibly move.
