Although there are 4 nucleobases, these really function as a binary system since they come in pairs, with cytosine always binding to thymine and guanine binding to adenine.

No, they function as a quaternary system. base pair binding is useful for replication and error checking purposes but the information carrying content comes in four units.
DNA is never used to represent numbers in nature. If you're talking about using DNA as a data storage format, then that's a completely different discussion (it's NOT an ideal format)
