What would happen to Mars if we moved Phobos and Deimos closer to it? say as close as they are in pic related. Would it help or hinder terraforming efforts?

they would never look that big unless they were in the atmosphere, phobos and demios are tiny
if they were too close in they would be within the roche limit and would disintegrate. this is already happening with phobos I believe, though due to composition and tidal forces, not due to being too close.
