This is the AF's new spaceplane, the XS-1 Phantom Express by Boeing. It's about the size of a 737 and can put a 3,000 lbs payload (one American) into orbit.

It's probably going to be a big step backwards from what SpaceX has flying by the time this flies (if ever), but this single-engine reusable lower stage is pretty much exactly what NASA should have done after the Apollo Program, instead of the grossly overambitious shuttle they did build for their first attempt.
The orbital payload is the same mass as the Mercury capsule. After the reusable booster is providing cheap, frequent flights to space, it should be possible to build a reusable upper stage that can carry one or two passengers to orbit.

I think you're underestimating Boeing and over estimating Space-X. If all goes well the XS-1 will be flying at the end of the decade and I don't think Space-X will be able to match the planned turnaround time for XS-1 for at least a decade.

Boeing's been in this business for a long time, and they've been consistently disappointing. Their Delta IV was the loser of the EELVs, a program which on the whole was a failure to compete effectively.

If all goes well Falcon 9 will match the planned turnaround time for XS-1 next year, with order-of-magnitude higher capacity. They may have a reusable upper stage not much later.
