We literally already have done that, with the engineering method known as "selective breeding".

A lot of pets have been bred to have features that resemble humans more so that people like them more

Selective breeding for high intellegence has also had some very good results for certain breeds of dogs and birds.

As for using something like CRISPR to make a super smart racoon who can talk, that's a really long way off

you honestly haven't heard of CRISPR? I'll save you the googling and give you the abridged version.

Its basically precision genetic engineering, down to the single nucleobase. It's ridiculously cheap and easy compared to conventional methods, but thanks to the hype around it people are rightly skeptical of what it can actually do.
"immortality" is a word you'd hear alot, along with "CRISPR could cure <currently incurable disease>", so it's really cool but don't lose your shit.

It was already done. Human brain cells were matriced into a mouses cells and forced to operate beside them. The rat carried on for a while as normal, no noticeable boost in intelligence....
Then again they didn't put those cells in the mouses prefrontal cortex....

It's not a hoax and it does work for some stuff, but it's not a panacea.

Like, people will claim stuff like "CRISPR will cure cancer and autism and vitiligo (aka micheal jackson disease)" but the truth is that it probably will cure vitiligo and it might cure autism but it's probably only going to cure a few very specific cancers at best or maybe even not be used at all.

So, it's not nothing but people are hyping it for more than it is.
