My guess is that there was a study that stated that women and 'racio-ethnic minorities' perform better at some task (what task? who knows), and the author extrapolated that to mean 'women and racio-ethnic minorities tend to have more flexible cognitive structures than do white males'. What does 'more flexible cognitive structures' even mean?
