I don't think he's making the case that you can divide by zero, but merely explaining how such a division could result in an infinitely large number, and extrapolating from this and the behavior of zero that $\infty = 2* \infty$ etc

Pretty much everyone understands limits intuitively. Even a kid could understand that x^2 goes to infinity as x does.
Remember that Euler lived before modern versions of calculus.
