Honestly who can tell, there are a lot of unregulated companies run out of homes in China so it's possible but there is no information about this so how would anyone know this? So yeah it's almost certainly a meme. Of course the Chinese government has tons of chemical weapons so if that's what you're talking about then yes there are but I consider that different than these chemicals being available on the street.
