Gene therapy is already used to judge the effectiveness of treatments for diseases like cancer and muscular dystrophy.
Doctors can test you DNA/RNA expression levels with a DNA microchip which tests the activity of hundreds of genes at a time. They use these microarrays to determine which genes are over-expressed (up-regulated) or under-expressed (down-regulated) in cancer cells versus normal tissue, for example.
By testing your DNA, doctors can tell if a particular treatment is likely to work, or whether they should be more aggressive in treating the tumor, etc. They can also use this information in making prognoses.
So to answer your question, gene therapy is already prevalent in medicine, and personal (at-home) gene therapy will be widely available to consumers in no more than a decade.
