Physics, and it's not even close.
Courses on electromagnetic fields and photonics are generally the purview of the EE department but your physics dept. most likely accepts them as in-major credits or electives.
Meanwhile, modern physics and quantum mechanics are prerequisites to any advanced EE courses, since the devices have become so tiny that quantum effects (electron spin, quantum tunneling, etc.) actually influence their operation.
/sci/ likes to suck physicist dick and meme about "engineers" but the truth is the line between electrical engineering and physics is blurry as fuck at this point
