NASA has a shitload of its data available to the public or on request.

Shitloads of high-level astrodynamics / orbital mechanics / impact dynamics simulation software is available to the public for free.

Pretty much the only thing that gets actually hidden is anything related to nukes.

Well, bottom line, people are shit. Open science is something I would love to see, but collaborations usually focus a lot of energy and time on financing their shit and they usually want some credit for what they observe. The idea that they publish too much data and other people from other collaborations use this data to analyze it themselves (possibly better) is seriously scaring people. It's just a shitty way to work knowing that any time some asshole could come around and fuck you over with a competing analysis. It's pressure nobody likes to have. There's a reason why science does not work like the free market.

Astronomy and space science data is public. It often has a proprietary period but it is public in the end. Nothing is stopping you from downloading that data. Almost all of astronomy is open access publishing now. The tools to are available in most cases like IRAF, Starlink.

Hardware designs is not as simple, you will find technical specifications in science for things you need to know but you won't find everything because of industrial secrets and things like ITAR. Many ground based telescopes release very detailed designs but realistically no one is going to use it.
