This is wrong though since according to your logic you can heat up a billion burgers while using the same wattage as you would heat up one burger.

It doesn't matter what the wattage is. If you cooked the billion burgers in a billion minutes, it would in theory work.

We're considering work, and not power. Whatever the wattage is, if we put energy into one burger until it cooks, and that takes a minute, then to reach the same amount of energy in a burger for 2 burgers it takes twice as much energy, and if we put the same amount of energy into the system (same wattage) it will take twice as long as it took to heat up the first burger.
