I know the feel. By some measures, the brain doesn't stop developing until age 25. It stands to reason that it may continue to develop a little bit past that age for some.

i remember "not getting" trig in high school quite clearly, I got a D in trig
back in college now after a stint in the military during which i did no study whatsoever, 4 semsters in now as a dual major physics/EE and maintaining a 4.0 gpa taking 17-18 credits a semester, and it's fucking EASY. i can't even imagine what there was to "not get" about something like trig or basic physics, so the only explanation is that i actually am smarter now than i was 10 years ago

so, maybe i was just never trying before. even so, you could consider the failure to realize that one should actually apply oneself in class to be a failure of intelligence. so the point still stands

28yo pretty much solidifies all growth in the body, last being brain changes. Change after that is environmental as best and age-decrepit at worst.
What you can do is learn how to take IQ tests better. That's about it without outside meddling with your genes/neurons or whatever hand-waving tech you can think of.

your body constantly adapts
for better or for worse, because cells are such plebs that they are entirely dependent on stimuli
So if you keep your mind engaged and keep learning, chances are your mind will grow quite adapt to usage
