It's not even that only one is represented in the mind. It's more that only one has control of your vocal cords.

But only the actions of one half actually come from the mind of the individual. They can pick something up with one hand and think "Yep I wanted to do that", but the other half acts completely independently of their will. Meaning only one half of the brain is responsible for making you feel like you're in control of your actions while both halves control your actions.

The other half is a full person just like "you" (the you of the left half of what used to be your whole brain) only it is in a partial vegetative state, wishing to scream out it is there but unable to. You have no connection to this other person, so you can't be conscious of whether or not it is aware. It is.

Sounds like spooky bullshit to me. It isn't a whole person with it's own personality. It's an aspect of you, it's just that the process that makes you think you're in control of that aspect gets severed and so it's able to act on it's own without the usual sense of agency you have over its actions.
Clearly if you suffer from this, you have one less degree of freedom. It's one less thing you have control over, but that doesn't imply that you have no control. It's a spectrum and not an absolutes thing.
