Math and numbers aren't a "thing" like elephants and rocks are, the rules by which we manipulate numbers are ultimately 100% arbitrary. Math is much more like a game than a science, if you want to "play" with 0/0 then you have to define what /you/ mean by 0/0 before you start. So whether 0/0 "is" 0 or undefined depends on the rules of the mathematical game you're playing.
