If neanderthals or homo sapiens in Europe are theorized to be smarter because their cold environment forced them to get inventive to survive, why aren't people from all other cold regions also as smart and technologically advanced as Europe? For example the people from Yakutsk who live in the coldest region of this planet that has temperatures down to -71°C? And not just this town, obviously all of Siberia. They seem to live relatively primitive and aren't known to be vastly intelligent, although it's extremely cold there.
And what about Asians and Semites (Jews) who don't live in cold areas at all, but are far smarter on average than whites?

The technological/intellectual advancement of European civilization started in the south, lots of it not even in continental Europe proper, and then drifted north over the centuries via Roman imperialism and natural cultural contact.
"Intelligence" of primitive people is close to pointless to talk about, because primitive Europeans and Neanderthals are gone. We can't test their intellect.
