CS grad student here, I work in machine learning.

While most neural networks we use are simpler than their biological counterparts, we can certainly simulate neural networks that are essentially one-to-one with their biological counterparts and create arbitrarily complex neural networks (i.e. brains).

The only limiting factor is computational power. The complexity is actually rather low.

They are fully aware of it. I watched Lo and Behold recently. One of the roboticists in the film admitted that we are nowhere near the complexity of cockroaches, for example.

This is something I was thinking about lately. We will not be able to "upgrade" our intelligence without a fast, internet-like connection between biological brains. And doing that using existing biological structures seems like a near-impossibility. The internet is much better at this than biological structures ever could be.
